Yes, two players works fine, and the newest rules even offer a challenge: try to reach 200 points in five rounds or fewer. Players do say the game really comes alive with four to six people, because half the fun is watching others decide to push on or stop. One player calculated that 200 points in five rounds is quite tough, so some tackle that variant together as a team.
Luck is genuinely part of it, because you keep flipping cards and sometimes it goes wrong. Players say those unexpected moments cause a lot of laughter, and that the game still doesn't feel like pure chance. Some groups agree on a house rule, for example no special cards in the very first deal when you're teaching someone.
Players enjoy both games, but it depends on your group: with four or fewer they often pick Circus Flohcati, since it offers more to decide. From five players on they call Flip 7 the most fun, and the more people at the table, the merrier it gets. One player missed the tension of Circus Flohcati and let his copy of Flip 7 go.
Most players advise against it: with two people there's hardly any choice with the action cards, because you always hand them to the other player. From three players on it gets more exciting, and many find it really fun with five to seven around the table.
Players say it's as easy to explain as Uno, but in play it feels more like blackjack: you don't go bust over 21, you bust when you flip the same number twice. One player felt it doesn't resemble Uno at all, and others call it more fun and sometimes quite tricky when you want to make the best choice.
